Springville City's exempt list, based on IRC section R105.2, says no building permit is needed for fences not over 7 feet high, retaining walls not over 4 feet measured from the bottom of the footing unless supporting a surcharge, sidewalks and driveways, and decks not more than 30 inches above grade at any point that do not need guardrails and do not serve the required exit door. The Greater Salt Lake Municipal Services District lists a stricter deck exemption: a deck or platform less than 18 inches above the ground, under 200 square feet and not attached to the house. It exempts fences no more than 7 feet high and driveways and patios without roof coverings. The location of an exempt structure still needs Planning and Zoning approval (385-468-6700). Because these two offices set different deck limits, call your own city or county building office before you build. Changing a public sidewalk, curb, gutter or driveway approach needs a separate permit; in the MSD area the district points to Salt Lake County Public Works (385-468-6600).
