Utah Code 54-8a-4 says an excavator must notify each utility owner before excavating. The notice must be given at least 48 hours and no more than 14 days before digging begins, and it is valid for 21 days. Notice to the association, Blue Stakes of Utah 811, counts as notice to every member utility. The law exempts gardening and tilling private ground, not post holes or footings. Utah Code 54-8a-2 defines 48 hours as business days only, starting at 8 a.m. on the first business day after you submit the notice. Blue Stakes of Utah 811 tells diggers to notify it at least 3 business days before excavation. Both come from official sources; the Blue Stakes figure is the safer plan.
