Pennsylvania auto repair rules come from the Attorney General's automotive trade practice regulations, the Automobile Lemon Law and PennDOT inspection rules.
What Pennsylvania rules say
- A repair shop may not charge for repairs, or a price, that you did not authorize in writing, unless the price is clearly posted on the premises. (source: Pennsylvania Code and Bulletin)
- If the cost is not known up front, the shop must let you choose: no work until you approve a total price, work up to a price limit you set, or work without a limit after you are told the hourly labor rate. (source: Pennsylvania Code and Bulletin)
- Shops must tell you that you can ask for replaced parts back, whether parts are new, used or rebuilt, any storage charges, and any fee for an estimate or diagnosis. (source: Pennsylvania Code and Bulletin)
- A shop must finish repairs within 24 hours or the time it quoted, unless you are told about and agree to the delay. (source: Pennsylvania Code and Bulletin)
- Work not done in a skilled and workmanlike manner must be fixed promptly at no charge if you complain promptly. (source: Pennsylvania Code and Bulletin)
- The lemon law covers defects in a new vehicle that show up within one year of delivery, 12,000 miles, or the warranty term, whichever comes first. (source: Pennsylvania General Assembly)
- A reasonable number of repair attempts is presumed after three tries on the same defect, or 30 or more calendar days out of service in total. (source: Pennsylvania General Assembly)
- On a refund, the use allowance may not exceed 10 cents per mile or 10 percent of the price, whichever is less, and payment is due within 30 days. (source: Pennsylvania General Assembly)
- Each time a car is repaired under the lemon law, the repair facility must give you a detailed statement of repairs and the cost of parts and labor. (source: PennDOT Driver and Vehicle Services)
- Safety inspections are done at official PennDOT inspection stations, usually a repair garage or service station, and the inspection fee does not include repairs. (source: PennDOT Driver and Vehicle Services)
This page covers statewide rules only. Cities and counties can add their own permits and licenses, so check with your local building office too.
